About Viksit Bharat – Guarantee for Rozgar & Ajeevika Mission (Gramin) (erstwile MGNREGA) The Viksit Bharat-G RAM G (VB-G RAM G) Act, 2025, is a rural employment and development legislation aimed at aligning rural development with the vision of Viksit Bharat @2047 by providing a statutory guarantee of 125 days of unskilled wage employment to rural households and promoting the creation of productive rural assets. It replaces the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) with effect from July 1, 2026. The Ministry of Rural Development (MoRD), Govt of India is monitoring the entire implementation of this scheme in association with state governments It is focused on four priority thematic areas – Water Security, Core Rural Infrastructure, Livelihood Related Infrastructure and Special Works for Extreme Weather Events. Adult members of rural households submit their name, age and address with photo to the Gram Panchayat. The Gram Panchayat registers households after making enquiry and issues a job card. The job card contains the details of adult member enrolled and his /her photo. Registered person can submit an application for work in writing (for at least fourteen days of continuous work) either to Panchayat or to Programme Officer. The Panchayat/Programme officer will accept the valid application and issue dated receipt of application, letter providing work will be sent to the applicant and also displayed at Panchayat office. As far as possible, employment will be provided within a radius of 5 kilometers of the applicant's village. If provided beyond that (but within the Block), workers are paid an extra 10% of the wage rate for transport and living expenses. Rural works planning under this Act shall be undertaken through Viksit Gram Panchayat Plans, prepared by the Gram Panchayats and integrated with the PM Gati Shakti National Master Plan, so as to enable spatially optimised infrastructure development and strengthened inter-departmental convergence Gram Panchayats shall play a central role in implementation of the Scheme, including registration of households, receiving applications for employment, execution of works, maintenance of records related to the Scheme, and preparation of Viksit Gram Panchayat Plans (VGPPs) etc. The fund sharing pattern under the Act is: 90:10 for North Eastern and Himalayan States 60:40 for other States/UTs with legislature 100% Central funding for UTs without legislature. Key facts that users should know about VB-G RAM G VB-G RAM G guarantees 125 days of wage employment in a financial year, to a rural household whose adult members volunteer to do unskilled manual work. TheViksit Bharat National Rural Infrastructure Stack shall encompass four thematic focus domains, namely:— water security through water-related works; core rural infrastructure; livelihood-related infrastructure; and works for the mitigation of extreme weather events. Within 15 days of submitting the application or from the day work is demanded, wage employment will be provided to the applicant. Right to get unemployment allowance in case employment is not provided within fifteen days of submitting the application or from the date when work is sought. The unemployment allowance shall be payable by the State Government, at not less than one-fourth of the notified wage rate for the first thirty days during the financial year and not less than one-half of the notified wage rate for the remaining period. Wages shall be paid weekly or in any case not later than a fortnight after closure of muster roll. If wages are not paid within fifteen days from the closure of the muster roll, wage seekers are entitled to delay compensation at a rate of 0.05% of the unpaid wages per day of delay. To facilitate adequate labour availability during peak agricultural seasons such as sowing and harvesting periods, the State Governments shall notify a period covering peak agriculture seasons during which works under the Act shall not be undertaken. Biometric authentication, mobile-based monitoring, real-time dashboards, weekly public disclosure systems and strengthened social audits ensure transparency and accountability. Schedule of Permissible Works under VB-G RAM G The Ministry of Rural Development has notified the Schedule of Permissible Works under the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) [VB–G RAM G] Act, 2025, providing for 375 permissible works under the new rural works framework. CATEGORY AS PER SCHEDULE-1 VB-G RAM G AS PER SCHEDULE-1, WORKS PERMITTED UNDER VB-G RAM G Category I - Water Security) The Water Security pillar comprises 128 works, the highest among the four categories. It includes check dams, gully plugs, underground dykes, recharge shafts, injection wells, rejuvenation of rivers, rivulets and nallahs, reclamation of waterlogged land and renovation of field water-distribution channels. The Schedule also provides for drip irrigation, sprinkler systems, rooftop rainwater harvesting and tankas, along with newer interventions such as ice-stupas and artificial glaciers for water conservation and irrigation. Intended Outcomes Strengthening of water security through integrated water resource management, recharge and conservation for long-term climate resilience. Category II - Core Rural Infrastructure The Core Rural Infrastructure pillar comprises 111 works aimed at strengthening essential civic and community infrastructure in rural areas. These include solar street lighting, waste-to-wealth recycling plants, greywater treatment units, segregation sheds, rural libraries, veterinary and rural health centres, Common Service Centres, multipurpose youth centres, community facilities and additional classrooms and laboratories in government schools. The framework also provides for repair and maintenance of Jal Jeevan Mission water-supply infrastructure, along with rural parks, footpaths and other village-level amenities. Intended Outcome Creationof foundational civicandsocial infrastructure ensuring basic amenities, improved service access and enhanced quality of life in rural areas. Category III : Livelihood-related Infrastructure The framework gives significantly greater emphasis to Livelihood-related Infrastructure, with 98 permissible works. The category includes agro-processing and value-addition infrastructure, cleaning, grading and packaging units, cold storage facilities, mini flour mills, market yards, dairy infrastructure, mushroom cultivation sheds, sericulture sheds, poly-houses and aquaculture structures. It also provides infrastructure for Self-Help Groups and their federations, including SHG worksheds, SHE Marts and federation buildings, as well as training-cum-skill development centres. Intended Outcome Strengthening of sustainable livelihoods, value addition, enterprise development and self-reliant rural economies. Category IV : Disaster Preparedness and Climate Resilience A dedicated category for disaster preparedness and extreme weather events has been incorporated into the rural works framework, comprising 38 works. These include flood relief shelters, retaining walls, embankment strengthening, flood protection works, post-disaster restoration of rural roads and community assets, and forest-fire management measures such as fire lines and fuel-buffer zones. The category is aimed at strengthening rural communities and assets against floods, cyclones, storms, droughts, landslides, forest fires and other extreme weather events. Intended Outcome—Creation of climate-resilient villages capable of withstanding extreme weather conditions.
